چکیده

Gasoline taxes can correct externalities associated with automobile use, reduce dependency on foreign oil, and raise government revenue. Our understanding of the optimal gasoline tax and the efficacy of existing taxes is largely based on empirical analysis of consumer responses to gasoline price changes. In this paper, we directly examine how gasoline taxes affect consumer behavior as distinct from tax-exclusive gasoline prices. Our analysis shows that a 5 cent tax increase reduces gasoline consumption by 1.3 percent in the short-run. The response is six times as large as that from a 5 cent tax-exclusive gasoline price increase, which suggests that traditional analysis could significantly underestimate policy impacts of tax changes. We further investigate the differential effects from gasoline taxes and tax-exclusive gasoline prices on the intensive and extensive margins of gasoline consumption. We discuss implications of our findings for the estimation of the implicit discount rate for vehicle purchases and for the fiscal benefits of raising taxes.

Proposed running head : INCIDENCE OF ENVIRONMENTAL TAXES Estimates from a Consumer Demand System : Implications for the Incidence of

Most studies suggest that environmental taxes are regressive, and thus are unattractive policy options. We consider the distributional effects of a gasoline tax increase using three welfare measures and under three scenarios for gas tax revenue use. To incorporate behavioral responses we use Consumer Expenditure Survey data to estimate a consumer demand system that includes gasoline, other good...

Differential demand response to gasoline taxes and prices in the U.S

This paper offers new evidence concerning the difference in consumers’ reactions to changes in gasoline taxes relative to changes in gasoline prices. Using microdata from the 2007 to 2009 rounds of the U.S. Consumer Expenditure Survey, we estimate a complete system of demand augmented with information on gasoline excise taxes. By relying on a complete system of demand, rather than on single equ...

Distributional Effects of Alternative Vehicle Pollution Control Policies

Previous work shows that policies that subsidize new vehicles and tax size, miles, or gasoline efficiently reduce pollution. Less is known about their distributional effects. This paper examines distributional effects by estimating the joint demand for vehicles and miles, using the Consumer Expenditure Survey. Greater price responsiveness among low-income households enhances progressivity of ga...

Evidence of a Shift in the Short-Run Price Elasticity of Gasoline Demand

Understanding the sensitivity of gasoline demand to changes in prices and income has important implications for policies related to climate change, optimal taxation and national security, to name only a few.
